On Tuesday, 23rd October 2025, the Office of Bolgatanga East District Assembly held a joint 2026 Composite Budget Hearings with Bongo, Zabilla and Binduri District at the District Assembly Conference Hall, Zuarungu. The session formed part of the regional hearings, providing the Regional Coordinating Council (RCC) and the Ministry of Finance Technical Team an opportunity to review and validate district-level budget estimates for the upcoming fiscal year.
The event brought together key stakeholders, Upper East Regional Minister, Regional Coordinating Director, Regional Budget Officer and the Finance Technical Team, District Chief Executives, Presiding Members, Heads of Department and Security Services, representatives from civil society organizations and a few media personnel.
In the welcome address, the Upper East Regional Minister, Mr. Donatus Atanga Akamugri expressed appreciation to the participants for their continued collaboration and participation in the District planning and budgeting process. He charged the various Districts’ present to ensure their composite budgets aligned with the promises of the Governments reset agenda.
He said the government had entered a social contract with the people of Ghana to implement strategic policies and interventions aimed at transforming lives, and that all efforts must be directed toward achieving that goal.
He added that this was the time they must link their priorities, objectives and programmes to actualize the vision and promises of the president in changing the lives of the people in their respective districts.
Speaking on behalf of the finance minister Dr Cassiel Ato Forson, Mr Akamugri noted that the government was committed to “Resetting” all aspects of national economy and cautioned against any breaches of financial management regulations.
He also reminded the Districts Assembly to comply fully with the Public Financial Management Regulations, 2019 (L.I. 2378) Public Procurement Act, 2025 (Act 1139), and all other relevant statutes to safeguard the public purse.
During the presentations, each of the respective District presented their proposed programs and activities for the 2026 fiscal year, focusing on issues related to education, healthcare, Agric, roads, water and sanitation.
The Regional Review Team together with the Finance Technical Team made their observations and commended the respective Districts for the well-prepared presentations and advised the Assemblies on certain areas such as mobilization of Internally Generated Funds (IGF), Monitoring and Evaluation to track project implementation and enhancing efficiency in Service Delivery.
In conclusion, the Regional Minister (RM), Mr. Donatus Atanga Akamugri expressed his gratitude to the budget committee of all the four District present, as well as the finance technical team, for their dedication and collaboration towards this successful activity. He further stated that he hopes all Districts would adhere to the advice and recommendations provided by the technical team before finalizing their respective composite budgets.
